So I found the medium Ancient Inactive Akdarian Spaceport... and found something I have never seen before:

Cannot Investigate: This base defies all efforts to board and investigate it. So we can not acquire this abandoned base.

There is a construction ship assigned to it, but it has been assigned to it for years.
