1.058 1.059 windows 10 no install

I tried uninstalling / installing a few times but cannot get to work on Windows 10.
Even when set to 1024 x 768 all I get is the menu box. When I clic play game I get a nice ammo noise but nothing will open up.
If I try quick start menu it just gives error saying d3dx9_43.dll was not found.

Also tried to install by right clic on exe and run as administrator but it just gives a repeat of the above.

Tried 1.058 all by itself but no luck.
Tried install 1.058 reboot install 1.059 over top of it still no luck in either 4k res or 1024 x 768.
