Hi pauk,

Let's see if I can answer these for you;

1) IJN SC's can be used for escorting transports and in ASW hunter killer groups.

2) AV's must offload their planes before they will fly missions. Simply dock the AV at any 'dot' on the map which your side owns, offload the planes and assign them missions.

3) Assigning a base as a barge hub allows you to create computer controlled barge convoys much the same way you may setup routine transport convoys from Truk as the Japanese or Noumea as the Allies.

You mean CS and AV type ships? CS stands for 'Cruiser, Scout', i.e. a real warship whose purpose is to accompany the battle force and to search for the enemy with the help of its floatplanes. CS ships are equipped with catapults and thus can launch their planes from any location, including the open seas. The ships have full maintenance and repair facilities for their planes. Best use for them in UV is to include them in carrier TFs or surface TFs to provide or enhance naval search and ASW capabilities.

AVs are non-combatant ships of the fleet train, the A stands for 'Auxiliary' and V is the designation for 'aircraft heavier than air', means planes and helos (the USN also experimented with Zeppelins and Blimps in the 1930ies, but their designation eludes me at the moment). AVs usually lack catapults and therefore their planes can only launch from the smooth surface of a protected anchorage, a bay or a lagoon, the planes being hoisted on and off bord by crane. [edit: as Gus said, you must unload the planes at the base]. So AVs are essentially repair ships. They can support their own aircraft on board as well as other floatplanes and flying boats at the base the AV finds itself at.
That means
1. if there is a base force present, the AV will take care of floatplanes and flying boats (but not of normal aircraft) and thus relieve the aviation engineers of the base force which then can concentrate on the land-based planes (you will notice in the airbase screen that the aviation support shows something like '50+10' - the '10' is the floatplane support given by the AV), [edit: according to the manual, CS also lend support to the base force that way]
and 2. that an AV can establish a floatplanes base at any location ('beach dot'). As far as I know, you need a few units of supply at that location, which can be dropped off easily with the 'supply transport' capability of the flying boats.

Regarding barge hubs, there is a section on barge operations in the FAQ-thread. In essence, a barge hub is a supply center for barges, the many small boats and landing craft used mainly by the Japanese. The hub feature should help to automate the operations of those barges. You have to create barges and disband them in the hub port, and the AI will form barge convoys to supply nearby bases if necessary. But frankly said, I was never satisfied with the way the barge hubs operated and personally I don't use them as I run my barges like any normal transport TF in order to get the supplies to places I want them to go, not to where the AI thinks they should go.
