Perhaps one of the designers would be able to answer this one.

It seems that the hit % listed on the pop up when a unit fires is not linked in a one to one fashion with the actual number of shots that hit the target. With infantry units especially, I have noticed shots with 2-3% hit chance cause casualties at a rate greater than 1 in every 50 or 1 in every 33 shots. . . . perhaps it's a misobservation on my part, but i wonder whether or not the hit % are truly accurate or whether they are even designed to be totally accurate. Perhaps the designers built some fog of war into the system to prevent gamer omniscience??

As far as I know:

- The to-hit-% shown is not the real chance to do some damage, as there's also a "saving throw" involved

- Inf units have "Primary Inf. Weapons" in Slot1 mostly. These weapons are intended to be carried by every squad member, and fired by a number of men depending on experience and supression. Thus you may see 5..8 shots at 3% from a 10-men squad in fact, not only one shot.
(yes, the game is that detailed !!)

Hope this clarifies things (and is at least somewhat correct)...
