Weird penetration

Some weird situation I seen when my LMG ZB 30 wich have an HE pen=2 penetrating constantly no matter the range an armoured car with armour=4 !
And no vulnerable location hit message.
Can explain why this ? It's a bug, or some strange other thing ?
