Could be Cavite/Canacao Bay/Sangley Point. Ship looks like a salvage/repair auxiliary.

Stupid me, I had thought about a collier first, but then got doubts that the USN still had coal-fired ships at that time.

The other ship is a RN County class heavy cruiser. EDIT: Early pic, later had tripod masts. Either Norfolk, Sussex, Devonshire, Dorsetshire or Shropshire.

D'oh, haven't thought about Australia ands Canberra. I ruled out Suffolk and Cumberland - different bridge structure. But I've always been confused about the different sub-groups of the Counties since I've found conflicting data in several sources. Any reliable web site you can recommend?
