I wonder if some of the weirder stuff planned but never realized during the war can be modded into the game?

I thought the third city targeted by atom bomb would have been Sapporo. This says Tokyo, which the Army Air Force wanted but was told the decision on Sapporo had already been made. Yes? No?

I heard that the reason they avoided Tokyo is because they were afraid if they wiped out the whole top command structure there would be nobody to surrender and the war would drag on and turn into endless resistance attacks after the invasion, sort of like Iraq today.

The way I understand it they wanted cities that had not felt the full force of the B29 raids so that they could later study the effects. Tokyo had huge sections that were burned out that would make it difficult to figure out what the A-bomb did versus the conventional fire bombs.
