Is there going to be a tutorial with the game?

How much of the game can be automated for those who don't want to micromanage?

And you may put certain HQs (or areas of control, not sure) under control of the AI, thus reducing the overall amount of micromanagement. Look at the FAQ thread and the game description thread.
