Do you have Jap SubDoctrine option switched off? If it is turned on, the subs will seldomly attack merchant shipping and wait to catch big warships.

yes its off but im talking about the planes on my subs not the subs themselves

Hello...

Strike missions require the group have at least 2 flyable aircraft. The sub in question may only carry one plane.
