Is this correct?

I can't seem to get the "scuttle" option on my ships (Nothing more than floating scrap about to visit Davy Jones) unless they are in a port hex. Is this correct? Certainly, I should be able to scuttle my sinking scrap to save a VP near land masses and in freindly waters (Or anywhere else actually - man the lifeboats...)

Scuttle should be available outside of port, but the ship has to be extremely damaged for the option to show up. If it's not there, then it means the captain still thinks he can save the ship.

Scuttle simply reduces the points awarded to the other side. You sunk the ship, they didn't. I call it cheating, others call it sound advice. [;)]

Isn't the a delay in the info showing up on the sunk ships screen like in UV?

What's the advantage to scuttle or not?

Say that after the Pearl Harbor attack you have the Oklahoma at 98% sys damage and all other BBs at 70% or below. It will take absolutely forever to repair the Oklahoma, and that effort could probably be better spent on other ships. However, as long as she is in port, your repair crews will be trying to repair her. In this case, I scuttled the Oklahoma so that the repair crews could work on ships that would more likely come into play someday.

See I wouldn't scuttle a ship in that condition - you are giving the enemy free points. I would only scuttle a ship that WON'T make it back to a safe port. A ship that I wrote off as useless would be sent to a small port somewhere (size 3+) and left there slowly repairing over months and years even. It may never leave that port again, but the enemy would not get any points for it - unless they showed up and sunk it.
