TFs unloading during order phase just before night phase?

I have noticed that on a regular basis an amphibious TF that was already unloading the previous day will unload some troops towards the end of the AI planning stages, just before the night phase starts. These same units will also unload troops during the night phase, so it isn't just a situation where it is happening a little too soon in the turn, they appear to be getting an extra unloaing phase.
