I'm thinking Naval Search/ASW Patrol. Seems like there's no point committing them to suicidal Naval Attack without a torpedo to deliver.

Maybe you even have enough to cover the whole convoy route from DEI to Japan?

Just musing out loud ... Still in Dec '41 in my Jap campaign.
