Bug: computer automatically creates cargo task forces in scenarios 3 and 6

For the bugfixers: Even though there are no zones since scenarios 3 and 6 aren't full map scenarios, the computer generates new cargo taskforces for me every turn. I can't turn this off.

I have saves where this happened for 6 and maybe for 3 if this is at all useful. I did have auto-sub ops on in 3, but don't in 6.
