Split units with different equipment

I had to divide my AVG because it was being overrun by the Japanese, which led to me having AVG and AVG/1. I upgrade the AVG equipment to the P-40E, whereas the AVG/1 stayed with P-40B. The problem is that AVG/1 has most of the pilots and only 1 plane and will not recombine or upgrade.
