A note from PRY:

I compile a master list of player requested changes and add it to list of know issues and other lists we made during testing (remember we have had a lot longer to look at the OOB's)



The list is sorted and then submitted upstairs (allot further up the food chain than where I reside) for review and a decision on whether the requested change warrants inclusion in the Official Scenarios. If the requested change is approved by 2by3 / Matrix then I am instructed to make the change to the master Scenario database to implement the change which would then become available in the next patch after the data was entered.



You should all be aware and not surprised by the fact that not every change will be approved; there are many reasons why a perfectly historical unit, ship or air group may not get included, the chief reason being a hard limit on space available in the data bases. Some requested changes just are beyond the scope of the game and some are just overkill that does not add anything except a pile on effect.



There are some issues that are already "Dead and Buried" and will not be included in the game; I will ask if I can post a list of these items so that you all can move on to the next great debate.

Ok Guys in this space I will list player requested changes and suggestions that WILL NOT be changed in the "Official Scenarios" Everyones suggestions and requests are greatly appreciated but for one reason or another these items will not be added to the "Official Game Files".

I will edit this post to add new items as I get word on their status, I will also start a post in the general section for rejected items where you all can argue about the issue all you want. PLEASE DO NOT do it here.

Missing USMC Tank Battalions:

As someone who, for whatever warped reason, is fascinated by ToEs, and OoBs, I immediately noticed the lack of the USMC Tank Battalions, either organic to their respective divisions, or independent (specifically Scenario 15).

I have managed to collect 1000s of books and documents on this subject (both original and secondary sources) over the past 25 years, the majority being WWII documentation, and am in the process of scouring my sources to address some of the ToE, OoB and arrival issues of ground and air units within the game. I will be addressing these issues over the next couple of months.

USMC Tank Battalion Background:

The 1st and 2nd Marine Divisions were initially organized under a T/O dated 3/28/41. This T/O described a "Light Tank Battalion" composed of 4 companies (A-D) of 18 M2A4 or M3 light tanks, for a total of 72 tanks within the battalion. These battalions were organic to, and numbered the same as their respective divisions. As of 7/1/42, and the advent of the "D-100" series T/O, these battalions incorporated the divisional Scout Company into their organization as "E" company. These scout companies initially had 14 M3A1 "White" Scout Cars in their T/O, but these were eliminated in favor of jeeps before seeing combat. As of 4/15/43, the "E-100" series T/O reduced the number of companies to 3 tank companies (A-C), and the scout company (now company "D"), for a total of 54 tanks. As of 5/5/44, the "F-100" series T/O for the tank battalions now allowed for the incorporation of M4s, with an organization of 3 companies (A-C) of 15 tanks each, and 1 in the HQ company, for a total of 46 tanks. The "Light" was also removed from the battalion title. Also, at this time, the Scout Company was removed from the tank battalion, and incorporated into the Divisional HQ battalion as a "Reconnaissance Company." As of 9/4/45, the "G-100" series left the battalion organization unchanged, except for the incorporation of 9 M4 Flame Tanks in the battalion HQ. The 1st, 2nd and 6th Marine Divisions were organized as the "G-100" series units for the invasion of Okinawa in April, 1945.

Synopsis:

Problems

Pure and simple, numbers and upgrade paths. How do we reflect the changing numbers of tanks, and upgrade paths within the game system? The only solution to the numbers problem is to use the final number, 46, for the number of tanks, and hold this number
throughout the existance of the unit. OK.

Now, upgrade paths. The existing database has M3 upgrading to M5 Stuart to M24 Chaffee. That won't work for our purposes. We need an upgrade path for M3 > M5 > M4 Sherman.

The question is, can this be done? I haven't played around with the editor enough to know. Can we create a "USMC M3" that upgrades to a "USMC M5 Stuart" to a "USMC M4 Sherman?" Production numbers for the M3, M5, and M4 Shermans would also have to be adjusted to reflect separation of USMC and other forces. Maybe one of the "editor grogs" out there can tell us.

Some RAF/RAAF squadrons which were disbanded never to serve in the pacific again after early 1942 losses are still in the game after they were historically disbanded. These squadrons should not be in the game outside of the three scenarios starting in December 1941.

I think that the RAF Headquarters units should be revised, primarily because only one RAF Air Marshall is included in the game, leaving generic army commanders to control the 6 RAF Groups included. I say, remove these six groups...

Reasons? Well, they are higher command units than the groups, and with fewer of them their leaders 'could' be added. The RAF Groups were under command of one of these AHQ units, and IMO, it is better to represent the higher command.

This also allows for some other HQs to be added, which are currently missing.

Currently there is no Naval HQ for US Submarines, leaving Submarine admirals rather jobless.

The Royal Navy is missing its Eastern Fleet, Far Eastern Fleet, and Pacific Fleet Headquarters (admirals are there, but no HQ for them)

11th British Army Group is also missing (all of its commanders are there, but currently jobless)

The British Tank "Honey Light Tank" should probably be named "Stuart I Light Tank", honey was a nickname given to the Stuart tank by some of its crews, as a generic term for the class, while Stuart was the offical British Military term. Technically, all Stuart Marks where Honeys, but only Stuart was differentiated between Marks.

Also missing are the Vickers VI Light Tanks which equipped just about every tank formation in 1942. The two Indian Tank Brigades were virtually without tanks in 1941-1942, and were first equipped with a few Mark VI Light Tanks, then some Valentines and Stuarts, then Grants and Stuarts.

The 18th British Division had the 100th Light Tank Squadron attached (about 16 Mark VI Light Tanks) which is not included in the game (could be done by adding 16 Mark VI Light Tanks, or if not created, Carden-Lloyd 1936 Tankettes).

Would it be possible to revamp some unit arrivals to represent their entry into the pacific zone rather than entry into their operational command?

What I mean by this, is when some ships/units arrive, they arrive at their HQ base of operations, not at the major port of arrival.

Some exaples are Dutch Cruisers (Van Heemskerk) and Destroyers (Issac Sweers, N-Class) which are stated to arrive at Sorebaja, while they should probably arrive at Colombo. Technically they arrived there first, refuled, and were sent to the East Indies (in some cases were turned back en-route as the Indies were falling by the time they would have arrived). The Sumatra was under refit in Java, so it is fine to appear there.

Other exampes are (possibly) Australian and New Zealand forces brought back from North Africa. As it is now, they appear (AFAIK) in Australia. However, they arrived in India/Ceylon and were deployed from there (some thought was put forward as to send the 7th to Malaya or Java, and the 6th to Java and later stayed around on Ceylon for a few months). The HMAS Hobart was also on duty in the Medetteranian and should probably appear at Colombo, not Australia.

In scen 15 Boyington is missing from the OOB. I think he was in command of the AVG at the start of the war and later commanded 212 VMF. He’s in the DB but his delay is on 9999. I also noticed that there are many missing air groups, from the Guadalcanal scen. There are so many that the easiest way to check would be for the devs to reference UV’s OOB as its fairly accurate. Some of the Ship Captains and AG leaders are wrong as well. I’ve checked a couple of different sources but the main one I used is Richard B Franks book on Guadalcanal. I would recommend it for corrections otherwise I can email the OOB to an admin. Also, the King George V Class BB correct turret layout is 4F-2F-4R not 4F-2F-4F as currently in DB. I hope this will be corrected.

I recommend adding the four brigades and headquarters of the Azad Hind Fauz (Indian National Army, or INA) to the Japanese OOB, appearing in Singapore on December 1st, 1943.

I suspect that the relatively small size of the INA, and their limited historical combat role did not warrant all of the research necessary to wade through controversial questions about the size / organization / quality of the force and its leaders, and when it should be come available. So I have taken a stab at answering all those questions. Forgive my arrogance! I welcome any corrections.

I will post a justification and brief history of the INA on the WitP main board for anyone who wants to debate / discuss the merits of including this force. But, if for no other reason, the INA should be included to allow the Japanese player the ironic ability to attack with the Gandhi brigade! [X(]


Organization
The INA consisted of a headquarters, and four light infantry brigades (Azad, Gandhi, Nehru, Subhas) of about 7,000 men each – the TO&E for a 1941 Japanese Independent Mixed Infantry Brigade would be a fair representation of these forces. Nominally, these brigades were organized into divisions – but the divisions were paper organizations without support troops, and the INA units fought as independent battalions and brigades, so I ignored the division structure.

Information about the composition of headquarters is sketchy. The “Hind Field Force” had a small engineering component, as well as intelligence, espionage and sabotage. The “Rani Jhansi Regiment’ was an all-woman support force. The INA had no aviation support. Perhaps 4,000 people, total.

Availability
Headquarters and all four brigades of the INA should arrive as reinforcements in Singapore on December 1st, 1943, at full strength and 80% preparation. Mistrust between the Indian military leaders and their Japanese patrons prevented the effective organization of the INA until the charismatic and respected Indian nationalist Netaji (“Great Leader”) Subhas Chandra Bose reached Tokyo from Germany in May, 1943. By December, 1943 the Japanese agreed that the INA was adequately trained and equipped for combat. In January, the INA shifted to Rangoon.

Experience and Morale
The Subhas brigade was the elite INA force, comprised of soldiers hand-picked from the other three brigades. Experience: 60, Morale 70. Most of the soldiers of the Azad and Ghandi brigades were veterans of combat against the Japanese in Malaysia and had received some intermittent training since being captured, but the rank-and-file probably included many who only served to get out of the POW camps, and some of the best soldiers were “cherry-picked” for Subhas. Experience 60, Morale 50. The Nehru brigade saw the least combat, and is rarely mentioned even by those who over-inflate the accomplishments of Bose and the INA. It may have been fleshed out with civilian volunteers. Experience 50, Morale 40.

Leaders:
The senior commanders of the INA had mostly been Captains in the British army. If my ratings for even the best leaders seem mediocre it is because they “sat out” two years of the war. Familiar with companies, they had to lead brigades in 1944 against Slim’s seasoned 14th Army.

Kiani was the First Division commander,and he was considered the best of the INA commanders by Bose and his peers. Kiani oversaw the Azad brigade during the Imphal campaigns, so I have substituted him for the actual brigade commander (Col Gulzara Singh).

Nawaz, was Bose’s Chief of Staff, and commanded ad hoc detached one-or-two battalion sized task forces. He was named Second Division commander, and often oversaw the Nehru Brigade and its actual commander, Col G.S. Dhillon.

Subhas Brigade : Col. Thakur Singh
Overall: 40 Inspir: 40 Naval: 0 Air: 15 Land: 50 Admin: 35 Aggress: 70
The “elite” brigade of the INA, Subhas was almost completely destroyed by the fighting in Imphal, and the subsequent retreat.

Replacements:
Replacements can be addressed in one of three ways: 1. Give the INA a separate force pool with enough replacement points to replace 10,000 soldiers. When they are gone, no more replacements. 2. Make the INA brigades overstrength by 2,500 men each at start, and ‘hardwire’ them permanently set to “replacements off.” 3. Let the INA draw from the Japanese replacement pool.

Why not add all the "Native Police" and Constabularies in the colonial areas. Lord knows the Headhunters
and Loyal Native forces killed far more Japanese than the Indian National Army ever killed Allies.

And why the "loyal Vietnamese units" available to the Japs? The Vietnamese hated the Japs as much as
any of the other groups they "liberated"? If they;re supposed to be "Vichy", they should dissappear in
November 1942 when Vichy did.

MISSING IN DATABASE
Found quite a few AK’s & AP’s missing, also, an entire class of Australian built Frigates. Of particular interest is the Minelayer Bungaree which was used extensively for minefields around Australia and New Zealand (remember, Australia and New Zealand had already been at war for 2 years). Given the shortage of Allied minelayers, this is of significance.

M29 Bungaree, Comm as Minelayer 9/6/41. Built in 1937. Converted to Survey Ship 1/44. Converted to Stores Ship 8/44. Paid off 7/8/46. Returned to Australian owner 5/11/47.
