Tempest

Since the Frostbite does a better job at what the Tempest used to do. I've swapped the Tempest around to a BRG + EMP configuration. BRG/EMP has some combo abilitys and works well in the larger Instigator. Also adds to the number of EMP designs. SL is for same hex combat, especially called shots, since the EMP has a minimum range
