refuel at sea via a AO

How do I refuel a surface combat group with CVs with a AO (oiler). They were in 2 seperate TF in same hex and the oiler had orders to follow the carrier grop. However once in the same hex I could not get the oiler to refuel the CV group Can you help??

1. Make sure the oiler has fuel loaded. Load it the same as if you were sending it to supply a base.

2. I click "refuel at sea" on each TF I want refueled and it seems to work just fine.

Just to be sure you understand well, do not click refuel at sea on teh AO TF but on the other TF that are in the same Hex. If there is a resplenishment TF in the same hex and the AO has still operations points, she will refuel the ships at sea (not to full level but around 80-90%). If there is no resplenishment TF, the bigger ships will refuel the little ones.

Admiral I thought I did that but will attempt again. When I refueled at sea I got a message that "ships were refueling from ships at ". That was ok but I did not see any drop in the fuel level of the AO and that made me concerned!
