Limitations on Multiple TF Attacks?

I just sent three separate TFs to intercept an invasion at Kuching. The move was made based on sigint and so there was no time to assemble into a single TF. All TFs met up at Kuching but only the POW squadron attacked with the others just having a look-see and then retreating. POW did a lot of damage, but not enough to turn back the invasion.

Is there some sort of rule/limitation concerning surface TFs operating in the same hex or did I just get unlucky? It was a strain to scrape up enough air cover for three TFs and I'd like to know whether I took the risk for nothing.

I will say you just turn to be unlucky. TF striking at long range and high speed before dashing out to escape enemy planes also engage less than other only using part of their operations point in move. Also did you choose commanders or create surface TF at sea and send them under the command of the senior ship captain ? An agressive admiral is more likely to engage.

I guess your TF only meet a transport TF. If there was an escort or surface TF, all your TF will probably engage or by engaged by it.
