Surface TF not engaging enemy during the day

I had the following weird occurence just recently.
Against the AI as Japan, I took Luganville. The AI was senndeing a supply convoy towards Efate, I reacted by sending a strong surface force of 1 BB, 2CAs and about 8 DDs set on Patrol/Do not retire and React to enemy.
My TF got there first, the AI transports got ther during the day. I kept my TF at Efate for several days and the transports were happily unloading while my TF did absolutely nothing!
Is it possible at all to engage another TF during the day in UV? It never happened to me...

I have a save file about the event. Is this a bug?

who owned Efate, you or the AI?
