Your units will upgrade a lot of weapons, even if they do not accept replacements. I find that Japanese 37 MM AT guns get upgraded by the hundreds early in the game.

But if you are talking about armament points, those are going to create weapons and units that are going into the pools, but are not being drawn on (except for upgrades) until you have units that need replacements and are set to accept them.

On the Intelligence screen, there is a button for Industry/Troops/Resource Pool. That is where the output from your factories goes (and what is reducing your armament points). If your units are set to draw replacements, they pull them from this pool.

The feed into the pool and the draw out of the pool are two separate processes. Turning one or the other off does NOT affect the other.

What he said!!

As I mentioned, if you look at your pools, you will see that those armament points are being turned into artillery and squads of various flavors. Those pools are in turn drawn on when you turn replacements on for units that need them.

So:
Armament Factories---->Armament Points---->Squads and guns---->Units

but the pool of squads and gun are used also when a new unit arrives?
or nis it used just for replacement while just armament points are used for new units coming?

Most new units arrive understrength, and need to be brought up. You will probably have to set these units to take replacements, if you have the toggle set to "no replacements" when you were doing the game settings at the start of the game.
