Is Soviet Union able to declare War on WA and vice-versa ?

This is just to add some role-play (geopolotics and diplomacy) to the game...
It will be a good way to negociate lend-lease between WA and SU and to discuss the liberation of eastern Europe by the Red Army...

WA and SU can't declare war on each other.

Lend Lease is built into the game, any may prove crucial factor in the war.
