Battles In Normandy is the third game in the Decisive Battles game series. Battles in Normandy recreates all aspects of the Normandy campaign, from the landings on the first day to the final climax of the campaign at Falaise. Strategic Studies Group rewrote the Decisive Battles game engine for Battles in Normandy with a host of new special rules for amphibious and airborne operations, plus a huge number of other enhancements.

Checking my understanding ...

Total MP cost of the hex you are in, plus penalty.
Total MP cost of the hext you are moving to, plus penalty.
Add, divide by two, round down.

Correct?

I.e., moving infantry from a bocage with no penalty to a bocage with a 7 penalty, the MP cost is (2+0+2+7) div 2, or 5.5, rounded down to 5.

Correct?

(from the manual, I assumed the "add it up and divide by two" applied only to the base cost of the hex, and not to penalties -- but experimentation seems to show the above)

Yes you are correct. And the final result is rounded.

But if you are nmoving more than 1 hex, what happens to the rounding? For example moving 10 hexes. There has been much discussion on this over at the RUN 5 forums.
