The Polish Rules (1805-1815)

21.1 Bids and General changes
Poland is always the last one. There is a modification on the Polish bid: the VPs to be subtracted to the victory level is the player's bid minus the half of the value of a roll of a dice (fractions rounded down), down to a minimum of "0". So, for instance, if the Polish player bid "5", and the roll is "3" (he has to roll a dice after the bidding), the VPs to be subtracted are "4".

A new city is added on the map. In the "3 forage"sea-near forest area in Lithuania a city called Memel is placed. It has 3 spires and 1 fletch. It has a port (no commerce, 70 cannons ONLY if Lithuania is part of Poland)

22.2 The creation of Poland
Poland starts the game in a strange situation. It is a natin without land. Anyway, Poland starts at at Sp(I) position of the Political Status table and receives 6PPs every Economic phase until it is created.

Only Austria, France, Prussia and Russia can create Poland and only one of these majors can dissolve it. While Poland remains active, Poland can act as a normal major indipendent power. Poland can be created or dissolved only during Diplomatic Phases. So when in the text you'll find that Poland "can be created at any time" consider that it is refered to Diplo phases.

Poland can be created in 3 ways:

The Prussian, Austria or Russian player (whoever controls Warsaw) can declare at any time the creation of Poland (+1PP). Poland consists in those polish provinces that are actually controlled by the player that create Poland. Poland and the major nation are then allies (gaining both +3PP, instead of +1PP if this is the first time Poland is created, +2PP every other time) and Poland can't DoW on the major for 18 months (enforced peace rules are applied).
Also, the major that created Poland can garrison every city (excluding capitols) from the Polish provinces that He originally controls. That is: Prussia can garrison any city (but capitals) of Masovia and Posen, Austria can garrisonany city (but capitals) of East and West Galicias and Russia can garrison cities at Lithuania, Polesia and Podolia.
Poland can't be created by these nations while at war against France (excluded a pre-DoW or if France DoW on them during the first diplo phase)
Particular situations: First time Poland is created, if the major that created Poland is Prussia, Prussia receives 7$ each economic phase. This applies until Poland allies, at any time, with some other major nation that Prussia DoWs or DoWed on without Polish partecipation to the war. For instance, if Poland is created in Jan 1806, allies in Feb 1806 with France, Prussia starts a war with France in Jul 1806 AND Poland is out of the war and will not partecipate at it, from August 1806 Prussia will not receive the 7$ each economic phase. If Poland, for any reason, enters the war, then Prussia receives again the 7$ each economic phase. So, if in Jan 1807 Poland attacks France and Prussia is still at war against France, Prussia starts receiving 7$ from Feb 1807. The rule applies both if Poland fight agaisnt or with Prussia. A similar rule applies to Russia and Austria too. Russia receives 2$ and Austria 4$. Note that if Poland is created, dissolved and then recreated, even by a different major, the major that created Poland for the second time doesn't receive the money.

The French player can create Poland (+1PP) at any time the followings conditions are reached:
a) France is at war with the major that controls Warsaw.
b) Warsaw is besieged or conquered by an unbesieged French corp(s) commanded by Napoleon. (if Napoleon is dead by any "B" leader.)
In this case Poland and France (both gaining +2PP) are allies and Poland starts at war with all the nations France is at war with. Poland can't made indipendent peaces until there is at least a French corp or a French factor (even if besieged) anywhere in Poland, but the majors that sue for peace to France have to sue to Poland too (Poland has the right to first choose the peace conditions). Poland can't DoW on France for the following 18 months (peace-restrictions rules apply). Poland consists of any province there is a French corp or factor (even if it is inside an ally province) plus the Polish provinces controlled by nations that France is currently at war with. For instance. Prussia and France are at war and france is alled with Austria. Napoleon besieges Warsaw in feb 1807 and has a corp Lublin. At March 1807 the French player creates Poland that consists ofWest Galicia, Masovia and Posen.

The Polish Revolt: Every diplomatic phase the Major Power that controls Warsaw (if is at war against any other Major Power excluding France) has to roll three dices. If the result is > 15 the Polish revolt begin, unless there are at least 10 inf factors in Warsaw. In this particualr case, Poland gains +2 VICTORY POINT. Also, only the IV infantry corp is available and has to be put in Warsaw or has to start besieging Warsaw. During the siege, a +1 is added to the dice to forage the besieged and a +1 is added to the Polish dice when fighting the siege. If Polish corps managed to conquer whithin 4 months (included the one in which the revolt begin) and hold (even if besieged) for 2 months Warsaw the revolt is succeed and Polish player gainst +3PP. Poland is created and is composed by all the Polish provinces controlled by the Major power that controls Warsaw. Also Polish is at peace with all the others Majors, no one can garrison any of its cities (apply rules about the returning of the corps and factors after a war, if any corp is inside Poland) and no one can DoW on Poland for the next 12 months (but Poland can DoW on whoever immediately, losing the PPs). No PPs are involved for winning or losing battles or sieges during the Polish revolt.

Polish Land Phase is soon after the one of the Major Power that creates Poland. If France creates Poland, Poland moves the last (unless France chose to move last)

Polish naval Phase is the first one (except if GB decides to move first)

22.3 Polish Money, Manpower and Corps
Poland has the followings corps and leaders:

Kosciuszko: 333B - at start
Poniatowski: 222B - at start
Krasinski: 341C* - 1807
Rudsinski: 153D* - 1809


Rudsinski leader can only be used with Provincial Corps. He can't comand any regular corp. If a regular corp and a Provincial Corp are together and Rudsinski is present, simple ignore the leader.

If points 22.2.1 or 22.2.2 applies, Poland start firstly with 5$, 25 mil, 5 inf, 1sh (if Lithuania is part of Poland) and, if and only if Krasinski is available, 7 cav. Krasisnki is available only if Poland is allied with France at any time after December 1806 and Poland is at peace with all the other major nations. If Poland is created before 1807, the I cavalry corp is not available yet. It is available only when Krasinski is first placed on the map and it starts at full strenght. Krasinski and the I cav corp has to be put in Warsaw. No factors can be transferred from the I cavalry corp to other corps.

Poland, just like Prussia, can save manpower. If Poland is dissolved and then, lately, recreated, Poland starts with the saved money and manpower. It also starts with the cavalry Poland had in the moment it was dissolved, with 20 militia and 5 infantries.

Polish infantry has a morale of 3.5, Polish cavalry has a morale of 4 while Polish militia has a morale of 2. Polish Provincial Corps works exactly like the Turkish feudals, except for they have a morale of 1, they can be raised every 6 months (Jannuary and July). They does not need maintainance nor supply. They are immediately available whenever that particular Polish province became a part of Poland. They can cross areas where there are enemies troups without be forced to attack them, but can't avoid fight if enemies corp enters an area where they are present.

If Poland consists of three or less provinces, the $ and MP printed on the map are tripled. Doubled in any other case.

The costs for Polish factors/corps creations are:
3$,2MP for infantry while Poland is not a Major Power
5$,2MP for infantry if Poland becomes a Major Power
20$,5MP for cavalry if I cavalry corp is on the map AND has never been totally destroyed
8$,2MP for cavalry if I cavalry corp is out of the map OR has been totally destroyed at least once
5$,4MP for cavalry if I cavalry corp is out of the map AND has never been destroyed
0$,2MP for militia
5$,2MP for ship
1$ for depot
1$ each new corp
0$ each new fleet

Maintainance costs are the standards one


Polish guerrilas: once Poland is created, Poland player can use Polish guerrillas. They are used in the same way as Spanish ones. Only Lithuania, Masovia, Posen, East Galicia and West Galicia can generate guerrillas and their guerrillas values are:
Posen: 3
Masovia: 5
Lithuania: 6
West Galicia: 4
East Galicia: 3
Polish Guerrillas can operate in the whole Poland, not only where they have been generated.

All Polish corps have a strategy rating of 1 and a tactical rating of 2.

22.4 Minor country modifiers
When rolling for control of minor countries Poland uses the following modifiers:

Mecklenburg, Hanover and Hesse: +1

Holland, Denmark, Bavaria, Portugal and Italian minors: -1

North African and Near East minors: -2

Others: 0

Increase above values by one if Poland gets Dominant Status.

22.5 Poland at War
Poland fight exactly as any other Major Power except that if conquer a Polish province from Russia, Prussia or Austria that particular province is considered part of Poland in the same moment Polish corps assume control of the province. On the other way, if Austria, Prussia or Russia occupies any Polish capitol city for a whole month, the province is considered still as a part of Poland until the war is over. Basically it works just like any other Major power province.
For other Major Powers, normal rules are in use.
If Warsaw is occupied by an unbesieged corp the Polish player gets -2PPs and all the allies of Poland gets a -1PP.

22.6 Major Power Status and Dominant Status
To be a Major Power Poland has to consist of all the Polish provinces. If Poland manages to become a Major Power, Polish infantry increases their morale to 4 and Polish Provincial corps to 2

To be a Dominant Major Power, Poland has to:

be a Major Power (Doh!)

conquer Livonia, East Prussia and Moravia

have fought and not lost a war against France

be at peace with all the other Major Powers

If Poland manages to become Dominant Polish provincial corps became regular infantry and cavalry corps.

22.7 Dissolving Poland
Poland can be dissolved only by Austria, Prussia or Russia. If Poland is dissolved Poland gets a -3PPs, while the Major Power that created Poland gets a -2PPs. The Major Power that dissolves Poland gets a +1PP and can't create Poland during the next 12 months.
Poland is dissolved if Warsaw is occupied by an unbesieged corp or factor for two, consecutive, complete months AND the Polish player chooses to dissolve the army. The Polish player can dissolve the army at any time Warsaw is occupied. Dissolving the army means that he loses all the infantries and miltias Poland has, but the cavalry is placed in a secret place for later uses. Basically note the regular cavalry, the money and the manpower Poland has at that moment. Poland will start with it next time Poland is created.
The provinces that were under the Polish control at the moment of the dissolving return to the ORIGINAL Major that controlled them. This even if the Province capitol is besieged or if there are any unbesieged corp in the province.
Polish mark at Political Status Table is normally move, just as if Poland is still on the game (of course Poland marker is subject only to PSA)

22.8 Victory Level and Economic Manipulation
