It jumps from 2nd to 8th Sasebo SNLF... what happened to the 3rd to 7th?

I remeber reading some stuff about SNFL forces, later in the war IJN combine them together to make largers units. Too bad we can do that in the game, instead of having bunch SNLF units, I much rather be allowed to "recombine" them into larger & managable number, Kinda like what we do w/ air squadron.
