Koios, can you tell us what the % chance that Fear cards work on the different training levels?

The roll for fear is 8, 9 or 10 on a 10 sided die. For veteran, the roll gets a -2. For cowardly troops, the roll gets a +1. (Note: You can not play fear on elite troops at all.)

I haven't really used fear that much in my campaigns (I prefer to spend all my money on training), but I do have a couple of questions about it... If the chances of fear affecting a veteran unit are -2, does that mean there is only a 1 in 10 chance that fear will work on enemy veterans??? Also, does the morale of the target unit at the time the fear card is played have any effect on the chances of success? (In other words, is fear more likely to work on a unit with poor morale than one with good morale?)

Yes.

No. A unit that has poor morale is just as likely to be "scared" as a unit with good morale.
