Front HQ´s

I ́ve played some games as German in 1941 campaign, and my partner used a tactic legal, but I think that it ́s not historical nor according the “philosophy” of the game.

He placed in some strategic points around Moscow HQ ́s plenty of tank armies (ten or more, I think). I was not capable of force the retreat of a single of this HQ́s. I finally win, attacking the city in frontal attack (so Ím not angry because defeat), but I ́ve experimented but this “Front HQ ́s” and these are my conclusions:

- The interdiction doesn ́t work. Only attacks one of the armies in the HQ.
- It ́s impossible to force the retreat of one of these HQ ́s. After the end of the game, Í ve experimented with old moves: I ́ve attacked one of these HQ́s with FIVE Pz armies supported with all Lutwaffe bombers. The HQ didn ́t retreat.
- The “Front HQ ́s” allows place any number of tank armies in a single hex virtually without limits and with supply advantages.

And an “historic” argument: the HQ ́s were (and are) rearguard and administrative units, not combat units. They are always placed in rearguard (even if sometimes are attacked), never are in the front line.

That ́s why I propose a new “Lorenzós home rule”:

“- An HQ can ́t stay touching an enemy unit. If that occurs, the HQ must retreat at least two hexes in the next turn.”

My partner argues that for the Russian player it ́s near impossible to win the 41 campaign. It́s true. But I think that we must solve this playability problem using other ways, without destroy the historicity.

I ́ve imagined an home rule for balance the game, and I think that it ́s historical, realistic and simple:
- Any Pz korp, Tank army or Mech army that enters with clear or rain weather in a swam or mountain hex, must stop until next turn. Can attack others units, but without advance if it wins. During snow or blizzard weather, this occurs only in mountain hexes (the swamps are frozen and are like open hexes).

I think that in this way, the defence of Leningrad will be more easy, and the German advance slower. But I ́ve not experimented this “mountain-swamp” home rule, and I ́d like to play some PEBM games before open a forum discussion about it. Any voluntary?[;)]
