aussie CV - trouble with air groups

My mod has a almost-sorta-nearly-semi-historic australian CV - the "Sydney." She's an illustrious class.

Here's the problem. My 19 fulmarios and 15 swordfishies change to a maximum 9 and 5 (respectively) after one turn. Any ideas on how the hard coding for CV air groups work? any ideas for making a non-brit,us,jap CV? My guess would be to set the max acs where you want them instead of leaving them blank, but will this cause trouble down the road.

What slot is she in, and what slot are the a/g's in?

Sydney's in 3047
RAN Squadron 1 is in 2388
RAN Squadron 2 is in 2389

I may have solved my problem. I changed to more of a fighter-heavy arrangement (23 F 9 TB) and it seems to have stabilized.

Any idea what controls the max number the game assigns to naval air units? [&:]
Whatever it is, it seems to be related to nationality; I added an additional british CV - same class, same air arm - and had no trouble whatsoever.
