Can this new patch be applied to an ongoing game?

Yes it can.

You will get all the new features and bug fixes. However obo changes will require a restart.

Long story short if you just started restart to get the oob fixes but if you have been playing awhile don't the oob fixes are small in this patch except for maybe the tweak that was done in china.
