Dropping resources/oil at Sasebo...

The rail network in Japan appears to connect most of the production centres to Sasebo. In my game vs the comp, Sasebo has about 270000 oil and 85000 resources but a key centre like Gumma has only about 500 of each, meaning my aircraft and engine factories are idle. Is this correct? Tokyo too is pretty low on resources, less than 4000 of each. Is dropping stuff at Sasebo a bad idea then or am I missing something?

Also, some of my factories seem to switch back to "halt" every so often. I assume this means I'm short of "something". Is this right? It's June 1942 and when I bring up the production screen it says my A6M2 production rate is 250. There was this turn when I checked and like ALL my A6M2 production centres were at "halt mode". Does this imply that I'm actually not producing any A6M2 even though my monthly rate is at 250?

I'm on v1.40.

the right amount of oil and recources get (supposidly) divided by rail link to centers that need it every turn. As lonh as you have it, and it is in reach, your industrie will get it.

Never experienced factories automaticly going on halt [&:], if there are not sufficient recources or oil they will simpley produce NADA.

The production rate of aircraft does NOT drop iff you halt a production line (alway MAX production)
