vietmin unit formation in indochina

Hey tanker
have you tested if these troops auto form in indochina. dont vietmin rebels auto form if you have allied troops pas ta certain hexlin in indochina ?

In current War in the Pacific, yes. However, I played two months into the game (War Plan Orange 1922 campaign) and the French IndoChina army did not activate it. I think it only happens if the bases are Japanese. I dunno, it seems to work in my favor, so I won't complain.
