What about Siam? Will they join on the Japanese side as they did in 1941?

No, they will not. Up until 1932, Siam had a reputation of being a fairly independent country, though with friendly ties with Europe. Only after the 1932 coup did Siam begin to become militaristic. So, while the Siamese bases are under the British Southeast Asia command, they have no military no will create one in the game.

In addition, I believe the only reason that Siam even sided with Japan is to the east, French Indo China is occupied, and further still a good chunk of China. For them to side with Japan surrounded by the English, French, and Chinese would be mindless suicide, and all it would do is give Japan more VPs at the start, but then loose them with in the first 6 months.
