Help! Display Issues

I purchased two copies TOS the other day, one for me and one for my brother. We were avid Battle Mech players on the Amiga. I installed my copy and I get lines that streak across the screen. These lines are static and the text in the HQ is unreadable. I have tried all the different resolution settings, including switching the refresh rate. I have looked through the forums for issues like this one that is none to find.

My brother installed it on his lap top and it works fine.

Here is my computer information; maybe you can tell me where I am going wrong.

640m RAM
Fresh install and test of DirectX9.0
ATI Rage128 Video card
SVA VR-17S 17”LCD Monitor
Monitor has updated driver

Hopefully you can help me. I am anxious to play, it has been awhile.

As long as your graphic cards drivers are up to date (card seems very old) you are out of luck. Never heard of this problem before. Same behavoir if you change to windowed mode (alt-w) ?
