Max react question

Sorry if this is the wrong place...
If you set a Air combat group to a max react of zero, does this mean it will not fly missions within the planes range or does it mean that it will not react with "movement" to another task force? Rules are kind of sketchy about this.

It means it will not react and move closer to engage an enemy air combat task force in the air resolution phases.

If it is already in range and spotted the enemy, it will still engage the enemy by air.
