Dec '49 - ...er....end of '49?

Greetings. I have just obtained this most excellent game, but have noted something that confuses me straight away. Why do so many units have in their information as: "Available December 1949 to end of 1949"?
If it is something very obvious that I have missed then my appologies for bothering you all. [I wonder if I can stop playing eneough to check for a reply on this! %^)> ]

These are units that are included "for scenario design only" and were thought to be potential problem children in "buy your own" play. In the scenario editor you can change the date, get the unit, athen change it back. But either becasue of rarity, potnetial player exploitatin, or simply inapropriate for common inclusion in a battalion/regimental group as organic assets, they were exiled to the realm of scenario - land.
