Scenario Editor / Database Editor Question

If I just want to modify items in the Database Editor will a scenario I create still be playable against the AI if I don't modify anything in the Scenario Editor other than number of turns and comments?

Yes, and Yes. You can modify OOB data in the Database editor without touching the Scenario Editor. However, if you create a new Scenario by copying from an existing one you must do the copy in both editors.
