It depends on which country I am playing. If I am Russia or France, it is fine as it is. If I am Austria, Prussia, or Turkey, it is way overratted. If I am GB, it doesn't really matter because it cannot hit my navy.

(This would mean that yea it probably is too powerful)

I find it overrated in skirmisch between small forces. I remember when playing France opening the road to Italy by destroying completely a lone but full Austrian corps with my reserve army composed of the just filled artillery corps and the VI corps lead by Davout. It was a shock for the Austrian player that wasn't expecting this "uber" destruction.[&:]

With the time, even if i find this still normal in an EiA game[:D], i have some problem to imagine this happening in RL.[X(]

A solution for this aspect would be to divide it between some corps, but personally i prefer to keep it as it is now because any change can quickly unbalance the game.
