Western Poland Garrison Question

P32 of the ebook rules - the Germans need to keep 3 infantry units in Western Poland as a garrison when at peace with Russia.

The rules then state that if the Germans have less than 1 infantry unit (ie: zero) there, the Soviet Western Zone unfreezes. What happens if the Germans just have 1 or 2 units there? Should the rule maybe read "less than 3 infantry units" which is what I'm thinking?

Typo, sorry. Should read "less than 3". [8D]
