Fixing Structures Question

When you click on the wrench it gives you the option to fix structures to have them at full capacity again. But my points never regenerate. Example, lets say Germany has 135 points and I use 30 to fix some railways and factories. I now have 105 points, but next season it hasn't replenashed, I'm still at 105, and obviously every time I fix something it keeps going down. Where am I drwing these points from? Resources?

The points to repair stuff come from your supplies, 5 supplies for one step. Each Factory/Resource/Rail has two steps. If you don't build any more they just keep going down.
Life is not a journey to the grave with the intention of arriving safely in a pretty & well preserved body,
but rather to skid in broadside, totally worn out & proclaiming "WOW, what a ride!"

hehehe, I and just about everyone else makes this mistake their first game.

welcome to the world of supply! you have to make the "truck" during the production phase to gain back the supplies to repair things. you'll also need supplies to do just about everything else in the game too, such as attack or move units.
