Rebasing Air units

I moved some air units to another friendly region to "rebase" them, but at the end of the turn they flew back to their starting region. The manual says they should stay put. What am I doing wrong, or is this a bug?

When they moved, they went with the green arrows, tactical movement as opposed to strategic movement which give the blue arrows.

I have never had that problem. I rebase frequently either by tactical movement or strategic movement.

As a matter of fact, it is common for me to rebase a bomber from west Germany to east France with a one space tactical move. I then on the same turn can use that bomber to destroy a transport off the coast of France. This air unit returns to east France when done.

(By the way, the reason for doing this is that otherwise the movement path always wants to go out to sea and expose you to op-fire from planes based in England.)
