Latest date to attack Russia and USA

As Japan, what is the latest date I can get away with attacking the USA before the USA attacks me, I read a good strategy to attack sometime in 43' as the USA will already have a +3 modifier and you don't give it too them too early.

Secondly, when should Japan attack Russia,latest date, or, yes, if you are coordinating attacks between Russia and Japan, then when would you normally attack Russia as Japan? When Germany attacks I presume, to split Russia's forces? Correct?

If you are playing Japan against the AI as Russia, I have heard that you want to attack Russia just before the Germans do as this confuses the Russian greatly.

I am not sure what will work best agaisnt human opponents, but I would anticipate the WA human doing more to help Russia than simply using lend lease to send in a few supplies.
