Special Chinese Replacements

On page 198 of the manual, section 15.3.2, it says that destroyed Chinese infantry units will reform in Chunking 30 days later at 1/3 of their TOE. This feature hasn't worked in my PBEM games so I ran some tests with 1.4 and have still been unable to get it to work. Anyone know if this was a feature that was removed or if it's a bug?

I've lost a couple through starvation. Haven't seen any come back either. I figure what the hell, can't feed them anyway![:D]

ges me a large group that managed to get surrounded and slaughtered!.. oh well, My system also lost SW pac hq.. just vanished
