max production

Ok, I captured and repaired all those factories in Russia, but I can still only build only 29 or so units. If I fill each country/region to total factory production - nothing is built (there are plenty of population and resource points). What am I doing wrong?

I am not sure I understand what you are saying clearly.

If you have repaired a number of factories and have adequate resources and population, the only way I see for you not to be able to build things is if the production spiral is already full of work in progress.

Each damaged unit will tie up production for a turn or two. When you build a tank it is not just spend one factory and get the unit 4 turns later. That tank ties up the factory for the full four turns.

Maybe I have misunderstood what you are asking and am way off base.

you won't be able to build any units ever in the captured factories. they will build supplies and research only.
