Ships retreating to frozen regions.

In a PBEM game, WA attacked Germany's ships in the Western Mediterranean. After the battle Germany's ships (1 heavy cruiser, 2 light cruisers and a transport) retreated to southern France where they are now frozen.

Yes, that just happened to me in a game too. It sucked pretty hard as it leaves the Med wide open and the only way to get my fleets back is to hope that my opponent attacks Vichy...

Retreat logic should not allow frozen zones to be valid unless there are no other options.
