fyi, in another thread Erik stated 1.3 patch was a comprehensive, so for you out there doing a reinstall, as I did, do the reinstall to a fresh folder.. then 1.3 then 1.4 then 1.5

That's correct, though you need to make sure you have the v1.30 Comprehensive version. Please click on the Games link at the top of the page, then WWII, then War in the Pacific and then Downloads. There you will see a link to the v1.30 Comprehensive and the v1.40.

There was also an incremental v1.30 released for those that didn't want to download a large comprehensive update, but overall the file size of the v1.30 Comprehensive is smaller than the separate incremental patches.

Or do what you just did,,,redownload at 1.4 and you are ready.

Actually I createda knew folder , redownloaded and patched.. waas the download version 1.4? oops.. hopefully patching 1.21 1.3 1.4 won't screw it up!
