Willing to spend PP for better sub commander

In first part of war the S boat torpedoes are more reliable than fleet boats. Would you spend PP to replace non-aggressive S boat commander with more aggressive commander for these type of subs?

if a leader sucks, i replace him. in deep waters, an S Boat has quite a chance to survive the tiny japanese asw attempts.
