Population Zeroing Out

When I'm in the production screen, I often see something in the population section like "14/0"

Sometimes I'll have no units in the queue being produced this turn, or just one that is on hold. Where are the 14 pop going? Or, if that's pop for next turn, why does it seem to stay at 0 for several turns? Are damaged units being repaired automatically and taking up these 14 pop points?

The POP is pooled together for all provinces of 1 country, and units that have to be repaired take 1 (2 - 1 for the damage unit itself) POP when they are about to be completed.

Basically units being finished/repaired take POP on the turn they will be completed.

Since the Pop is the whole country, not just that Province, there may be lots of units being built in the other provinces.
When a unit is damaged, it goes into the build cycle and ADDS one to the pop. The turn it is built it subtracts 2 just like any other built unit :)
