Corrected - no Movement Bug!!!

Tell me I am doing something wrong here, but the two stacks circled (image below) cannot move - over numerous turns... problem with the map?

The problem you're facing is that you've landing wheeled (and I suspect tracked) units in the marshy bog. They're stuck up to their undercarriages and can't get out.

Only units that can move into/out of marsh terrain are leg and mot. leg type units (i.e. infantry).
