Attacking England from Scotland in Winter

I have executed Sea Lion and plenty of troops and supplies in Scotland, but the system doesnt let me attack practically undefended England. I think it is because it is a winter turn and i think this is a bug, because from Scotland to England is land to land movement right?

Has anyone else encountered this?

Never mind: I just realized i had put the system in strategic mode.

I sometimes leave the "replay" mode on, then wonder why I can't click on anything :)
