German AI

Why oh why does the German AI do this?
It's busy attacking Russia, it moves stuff around and makes a couple of attacks. That part's ok. But then it strat-moves tons of stuff BACK to the origional Germany (I mean E&W Germany, Chez & Austria) including Air units of all sorts, Arty, Inf & etc (not Tanks for some reason). I could see possibly defending W.Germany, but Austria? With 2 Tac Air and an Arty? Chechslovakia two flak and a Fighter?!? I'm not talking built units either, they pop up after. The AI moves these units up, then puts them back turn after turn! Italy is well defended, no invasion of France by the WA, there's nobody within 3 spaces of Chez or Austria.
Also, why are the German fleets infatuated with the Gulf of Finland? They keep cruising up there dispite Leningrad and all adjacent provinces being German held.

In addition, German AI seems not to have any conherent plan in invading Soviet Union. I am hardly a veteran player, but in 1941 scenario Barbarossa went nowhere and territories like Kharkov were never attacked by Germany. German AI did not excel against Soviet AI either in one of 1942 scenarios I played too.

Another thing that German AI consistently does is to pull out of Africa, no matter the scenario, 1941 or 1942. What is more strange, when it pulls out, it later tried to return, often by dropping airborne unit in Lybia who is than stuck for lack of supplies.

The only thing I can commend German AI, is consistent anti-shipping effort by both submarines and Luftwaffe.

I played several scenarios playing one power at a time to get myself familiar with the game mechanics and to observe the AI. I never tried anything out of whack strategy for reasons to see how the AI reacts to historical movements. So far, Japanese AI seems to be the best, followed by Soviet, German and finally Allied AI.
