Cant seem to find a chart on terrain,ive seen the combat modifiers,but cant see what advantage rough gives

Rule 3.2.1 (limitations in movement)
Rule 8.5.7 (-1 drm when defending land unit is in rough)

Its too bad the index is, well, incorrect - but atleast the search function works well for the electronic rulebook.

Also, from a patch message
45. Rules Clarification - Rough Terrain increases the odds needed for the attacker to take an area to 3:1. This stacks with the Fortification odds, so a Rough + Fortified area needs an Attacker : Defender ratio of 4:1 for the attacker to force the defender to retreat.
